Rules Posted in the Mosque by the Mosque Managing Committee

Question

Question: To maintain order and discipline and to prevent constant noise and commotion in the mosque, the mosque’s managing committee has posted the following announcement in the mosque: (1) The electric fans will be switched on at the time of the adhan and switched off after the prayer is finished. (2) The adhan and prayer of all five times will be according to the mosque clock. (3) It is prohibited for anyone other than the imam of the mosque to give a speech in the mosque without permission. (4)

Answer

To keep proper order and to prevent disorder, this announcement is appropriate. However, if there is no other well or tap nearby for taking water, then some leniency needs to be given regarding filling water from the mosque’s tap. But if water has been collected by machine (pump) in the mosque’s tank or cistern, then people should not fill it and take it to their homes.
