Giving the mats of one mosque to another mosque

Question

In one of the neighbourhoods of the city where Zayd lives there is a mosque on which considerable property has been endowed as waqf, and the mutawalli (trustee of the waqf) is its owner, since he is the mutawalli of all the property. It has many mats for spreading on the floor, some of which are in excess of the mosque’s needs. May he give them to some other mosque according to its need? Kindly write in detail in which case this is possible, and may you be rewarded by Allah.

Answer

If there are surplus mats in the mosque and there is no way of preserving them, and they are deteriorating and going to waste, then it is permissible to spread the surplus mats in such mosques where they are needed. They may be given with the counsel of the mutawalli and other people of sound judgement (ahl al-ra’y)
