When Should the Supplication Be Recited When Going to the Toilet?

Question

The supplication (du'a) that is recited when going to the toilet — when should it be recited: after going inside the toilet, or after placing the left foot in the toilet, or while still outside the toilet?

Answer

It should be recited before setting foot inside the toilet.
