Wudu from the Pool of the Hindustani Mosque

Question

The pool of the Hindustani Mosque in Bhiwandi, which is ten by ten cubits: in its inner part, at a distance of two feet, a grille has been fitted, and above the grille there is a flower bed one foot wide. Its surface is submerged four inches under the water. A certain gentleman says that the water does not move, and therefore wudu should not be performed from it. Is what he says right or wrong? Should the submerged surface of the flower bed be broken off or kept?

Answer

There is no need to break off the submerged surface of the flower bed; even in its present state wudu [from the pool] is valid without any difficulty. Do not entertain doubts about whether the water moves or not. If you wish to break off the submerged surface of the flower bed for some other good reason, you are free to do so.
