Reciting quickly in silent recitation and deliberately in audible recitation

Question

What is the ruling on the imamate of an imam who prays the congregational prayer calmly but prays very hastily when alone, since apparently his outward and inward are not the same? Likewise, most imams, in the two rak‘as with recitation, recite the Noble Qur’an with tartil (measured recitation) and so take a long time, while the remaining one or two rak‘as they pray very quickly; some even pray so quickly that one could hardly recite even half of al-Hamd.

Answer

Reciting quickly when reciting silently and reciting deliberately when reciting aloud is not an act that makes the imamate impermissible, although the imam ought to observe the rules and etiquette of the Noble Qur’an when reciting in either way.
