Iqama said by a mukhannath

Question

May a mukhannath (effeminate man), and a person who has had his sexual organ cut off, say the takbir (iqama) or not?

Answer

If he says the takbir (iqama), it will still suffice; but saying the takbir is the right of a trustworthy (thiqa) and respected man. Therefore the mukhannath and the like should be prevented from it.
