Explanation of the Verse ‘Whoever Does Not Judge by What Allah Has Revealed’
Question
Allah Most High says in His Book that whoever does not act in accordance with what He has revealed is a kafir, a zalim (wrongdoer), a fasiq (transgressor). In the Holy Qur’an, by “kafirun”, “zalimun”, “fasiqun” it is generally understood [to mean] one who, in the light of the Qur’an, denies Allah altogether — denies the prophetic mission, does not believe in resurrection after death. It is obvious that such people will not be subject to Allah’s commands.
Answer
In how many places has Allah Most High said that whoever does not act according to the commands He has revealed is a kafir? Write out this verse in its original words — if you mean: [ar]وَمَن لَّمْ يَحْكُم بِمَآ أَنزَلَ ٱللَّهُ فَأُو۟لَـٰٓئِكَ هُمُ ٱلْكَـٰفِرُونَ[/ar] “And whoever does not judge by what Allah has revealed — those are the kafirun” (Surah al-Ma’ida, 5:44)
