Jumu‘a in a Settlement with a Population of Eighteen Hundred
Question
To the most revered and eminent Mufti, may his glory increase! As-salamu ‘alaykum wa rahmatullah. These days, in the course of travelling to and fro among various villages and outlying areas, we have learned that fatwas permitting Jumu‘a are being issued from Dar al-‘Ulum Deoband and Mazahir al-‘Ulum Saharanpur for small villages (qura saghira) whose population is 1800 or two thousand, a little more or less, where there is no market and where the other everyday necessities are not readily obtained either.
Answer
Answer (1) According to the Hanafis, for Jumu‘a it is necessary that [the place] be a city, a small town or a large village. A large village is one which, with regard to its everyday necessities — a post office, a dispensary, a madrasa, a market and so on — is like a small town, and whose population is three to four thousand.
