Determining what counts as a minor matter is not within everyone’s capacity
Question
Question: Among themselves, people seize upon minor matters and impose a boycott from the biradari (a kinship or caste community). Is doing so established in the Shari‘a or not?
Answer
Minor matters are indeed not very deserving of being taken to task, but deciding about any matter whether it is major or minor in the view of the Shari‘a is not within everyone’s capacity; only experts and people acquainted with the limits of the Shari‘a understand this.
