Are iniquity and depravity innate?

Question

Any person who is by nature habituated to what the Shari‘a prohibits and is sunk in iniquity and depravity (fisq wa fujur) — can such a person be in charge of any religious, preaching mission?

Answer

What does “sunk in iniquity and depravity by nature” mean? Is he a born iniquitous person (fasiq) and a born profligate (fajir)?
