Fixing the fitra permanently

Question

Is a qadi or a spiritual guide authorised, on account of poverty, to tell his followers: “If you always (generation after generation) give 25 or 30 rupees per head as sadaqat al-fitr, that is sufficient”? In this case will the sadaqat al-fitr be fully discharged or not? In the second case, what is to be said?

Answer

Imposing this restriction is wrong, and it is also a blemish on the office of a spiritual guide. Sadaqat al-fitr must be paid according to the calculation; if there remains a shortfall, the wajib will remain outstanding.
