Shrouding the deceased from zakat and fitra

Question

Should the zakat and fitra funds that are collected in the bayt al-mal (public treasury) be spent on the shrouding and burial of some poor deceased person or not?

Answer

It is not permissible to spend fitra and zakat funds directly on the shrouding and burial of the deceased, because there is no tamlik (transfer of ownership) in it.
