Appointing a mutawalli for a mosque
Question
Question: The master builder Yamin is the mutawalli of the railway station mosque. This mosque is not under the Waqf Board, nor is the master builder Yamin a mutawalli on behalf of the Waqf Board. The master builder Yamin has been its mutawalli since 1955, that is, for 25 years. This mosque has no regular imam; only the Friday prayer (Jumu‘a) is held. Each Friday roughly twelve or thirteen rupees come in as donations, and the rent of the two small rooms comes to 19 rupees a month.
Answer
It is the duty of the mutawalli to keep the accounts of the mosque’s income and to see to the order of the mosque, the adhan and the congregation (jama‘a); one does not become mutawalli merely to collect donations.
