A Committee for Talaq Matters and Its Rules

Question

Many evil practices have become widespread among us, for example: (1) needlessly divorcing a woman over every trifle; (2) beating the husband without cause and forcibly taking (extracting) a talaq; (3) Hinda’s father married Hinda to Bakr, and after the nikah, instead of sending her to her husband, Hinda’s father sent Hinda to someone else — without a talaq or the like. To curb this offence a committee was formed so that it might give rulings according to the Shari‘a. Is this correct?

Answer

(1) The evils that have arisen in your community are certainly extremely destructive and must be reformed. (2) In the view of the Shari‘a talaq is most detestable; permission for it is given in a state of severe necessity.
