Greeting and Speaking While Drying after Istinja

Question

Concerning drying [after] istinja, this humble one’s thoughts were as follows: although in it there is no nakedness as in istinja proper and in ghusl, yet neither is there complete covering of the ‘awra, because of which one feels shame. In drying istinja in front of people modesty is required: as far as possible istinja should be dried out of people’s sight, and especially one should never do it in front of women, whether they are mahram or non-mahram.

Answer

Here two states are to be considered: one is nakedness, the other is the emergence of urine. At the time of drying istinja the first state is generally not present; the things that are prohibited because of nakedness are not prohibited in this state. This is how the quoted passage of Fatawa Rashidiyya is to be understood.
