The emphasis on the sunna of fajr

Question

A certain gentleman says that in the fajr prayer one cannot join the congregation for the fard prayer without praying the sunna, and that such a fard prayer is not permissible. How far is this correct?

Answer

A particularly strong emphasis (ta’kid) has come regarding the sunna of fajr. Nevertheless, if someone reaches the mosque at a time when no time remains to pray the sunna — if he prays it, he will not be able to take part in the congregation — then he should join the congregation and then pray the sunna once the sun has risen a little.
