The imamate of one with an “English” haircut

Question

A person has “English” hair on his head (an English-style haircut), his beard is cut to stubble, and his dress is not that of the righteous either. What is [the ruling on] such a person standing on the imam’s place to lead the prayer without being put forward?

Answer

A person whose head hair, beard and dress are contrary to the Sacred Law should neither be made imam by other people, nor should he himself go to the imam’s place to lead the prayer, since such a person is a fasiq, and appointing a fasiq as a permanent imam is makruh tahrimi.
