Printing Juz' 'Amm Out of Qur'anic Order
Question
In India, Juz' 'Amm (the thirtieth juz'), which is printed separately from the [rest of the] Qur'an, is printed contrary to the order of the Holy Qur'an. What is the reason for this, since when has this practice been in effect, and who introduced it? Can the Holy Qur'an be printed contrary to the order of Mushaf 'Uthmani? If this is not permissible, then why is the order of Juz' 'Amm practically deemed permissible contrary to the order of Mushaf 'Uthmani?
Answer
An explicit ruling (sarih juz'iyya) on this issue was not found in the books of fiqh. This humble one will first quote several passages, and afterward set forth what is derived from them — explicitly, by indication, by implication, or by necessary consequence.
