The Ruling on the Marks and Signs at the Verses
Question
Question: What is the ruling of the Sacred Law regarding a teacher of the recitation of the Noble Qur’an who, in accordance with [the method of] "Fawa’id Makkiyya", is compelled to recite only "A‘udhu billah" and "Bismillah", while the marks, the signs [of the verses], and the vowel-signs of motion and rest (haraka and sukun) are altogether absent, and he recites the rest [of the Qur’an] in the very same way [without them] — will he deserve reward for this or not?
Answer
Even if, despite his effort, he is unable to observe the vowel-signs of motion and rest (haraka and sukun), he still deserves reward; the marks and signs of the verses do not make much difference in this regard.
