Are the Conditions of Jumu'a the Same in Dar al-Harb and Elsewhere?

Question

Are the rulings on the obligation and permissibility of Jumu'a the same in Dar al-Harb (the abode of war) and in Dar al-Islam (the abode of Islam), or not? If not, which rulings are the people of India bound by?

Answer

In the rulings relating to the small and the large village (qarya saghira wa kabira), both are the same. And that is precisely what is needed in your settlement; what is disputed is not needed where you are.
