Harming a non-Muslim neighbour

Question

Question: Is it permissible to kill disbelievers (kafirs) or to cause them harm, or not? For example, if in the vicinity, in the neighbourhood, someone is by a Muslim (?).

Answer

To cause suffering to anyone without reason, other than a harbi (a disbeliever from a land at war with the Muslims), is by no means permissible; and for one who lives nearby, in the neighbourhood, the Shari‘a has established even more rights. It has come in a noble hadith: [ar]عن أبي هريرة ﵁ أن النبي ﷺ قال: والله لا يؤمن، والله لا يؤمن، والله لا يؤمن. قيل: من يا رسول الله؟
