Salaries of madrasa employees from zakat
Question
Here we have an Arabic madrasa, established long ago, in which religious education is given and poor and needy students are helped and supported with lodging, food, clothing and other necessities. The said madrasa has several kinds of income. The first kind: income from endowed (waqf) property, general donations, special government aid, and voluntary charities. The second kind: charities such as zakat, the price of hides, and so on.
Answer
For the discharge of obligatory charities it is necessary that they be spent on the recipients (the poor and others) by way of tamlik (transfer of ownership) without any return; therefore giving them as salary is not permissible.
