Delivery of possession (qabd) is not a condition for waqf
Question
Question: Someone endowed a book or some other thing as waqf to a madrasa or the like, but has not yet delivered it to the madrasa. Can he then revoke the waqf or not?
Answer
As soon as he endowed the book or the like, it became waqf at that very moment, even if he did not hand it over into the possession of the rector; he now no longer has the option of taking it back. This is the preponderant (rajih) view. And Allah Most High knows best.
