A Written Document of Conditional Talaq

Question

Question: More than a year has passed since this document was written, but during this period Tahmasb Khan son of Firuz al-Din, of the Rajput community, has neither sent maintenance according to the document nor looked after his wife in any way. In this case, has talaq taken effect according to this document or not?

If the husband wrote this document himself or had it written by someone else and then signed it, and he acknowledges this document, or there is Shari‘a-valid testimony concerning this document, and the husband then acted contrary to it and did not send or give the money in accordance with the condition, then according to the Shari‘a talaq has taken effect; it is permissible…
