Order of make-up prayers for one who is not sahib al-tartib

Question

Is it permissible for one who is not sahib al-tartib (one for whom observing the order in making up missed prayers is obligatory), before he becomes sahib al-tartib, to pray while specifying a (particular) time, or not? For example, ‘Umar is not sahib al-tartib (because for two years he has missed an unknown number of prayers). Before making up the prayers of these two years, ‘Umar wished: “Let me perform today the prayers that have been missed since the first of Muharram.

Answer

This is valid. So it is in “Radd al-Muhtar”.
