The definition of dar al-harb

Question

Question: Is India dar al-harb (the abode of war)? What are the conditions of dar al-harb? And what is the ruling on taking interest within dar al-harb?

Answer

Dar al-harb is a place whose supreme authority is not in the hands of a Muslim, so in this respect India is dar al-harb. Taking interest is haram; its prohibition is present in a definitive text (nass qatʿi): [ar]وَحَرَّمَ ٱلرِّبَوٰا۟[/ar] “…and He has forbidden riba” (Surah al-Baqara, 2:275). In it there is no specification of any place.
