A Woman’s Saying “I Will Live with So-and-So” Is Not Nikah

Question

If a woman says, merely before two men: “I will always live with such-and-such a man,” while that man is not present, is the nikah concluded in this way or not? Given that both are agreeable to marrying each other.

Answer

By saying this, a wish for nikah was expressed, but the nikah was not concluded.
