Leaving one’s house or settlement for the sake of safety

Question

Question: In most cities a wave of riots has begun; no city is safe. Because the conditions are not met, there is no command for jihad, and because of the lack of weapons of war, considerable losses have to be suffered: everything — life, property, honour and dignity — has to be sacrificed.

Answer

A person who, while living in a settlement, does not find himself safe but rather finds himself surrounded by enemies, and who fears for his life, his faith, his children and his property, is permitted to leave that place and go to some safe place — whether another house or another quarter in the same settlement, or else another settlement.
