Where to Go First in the Two Sanctuaries: Makkah or Madinah

Question

A person has set out for Hajj and the visit (ziyara). Is it better for him to present himself first in Madinah Tayyiba, or to perform Hajj first?

Answer

If this is his first Hajj, it is better (afdal) to go to Makkah Mu‘azzama first; otherwise it is better to present himself in Madinah Tayyiba first.
