Is Travelling in Advance Necessary for Hajj Badal?

Question

In entering the ihram of this Hajj badal (proxy Hajj) from the Haram, there is no restriction regarding whether one is a traveller or a resident (muqim), is there?

Answer

If this Hajj is not an obligatory (fard) one in accordance with a bequest, then there is latitude in it; there is also no restriction regarding traveller and resident.
