Shaving Only a Few Hairs to Come Out of Ihram

Question

Question: After performing the rites of ‘Umra, and in the rites of Hajj after the tenth of Dhu l-Hijja, and for the one performing tamattu‘ and the one performing qiran after the sacrifice, should a man have the hair of his whole head shaved with a razor, or will he have to have the hair of his whole head cut by the length of one fingertip joint? If the hair of the head is not as long as one fingertip joint, i.e.

Answer

This custom is wrong and contrary to the Sharia. Who compelled the common people to adopt this — especially since the fuqaha have given great latitude in this matter?
