Reusing uncancelled postage stamps

Question

Question: Zayd is employed in the Waqf Department, where a great deal of post arrives from outside, and sometimes the postage stamps stuck on the letters escape the postmark. May Zayd reuse these stamps for himself or in the interest of the waqf? And according to the Shari‘a, is the use of such used stamps permissible or impermissible?

Answer

There is no permission to reuse them.
