Whose Agent Is the Rector of a Madrasa, and Are Madrasa Donations Waqf?

Question

Question: (1) Some people hand over sums to the rectors of institutions or to their representatives, and because of some personal difficulty — the difficulty of travel and the like — the sum reaches the institution very late. If in the meantime the giver dies, are the representatives of these institutions and the rectors and administrators obliged to return the sum or not? (2)
