Leading the Prayer Without the Mutawalli’s Permission

Question

May Afaq Husayn lead the prayer in the mosque without the permission of the mutawalli (trustee of the waqf), or not?

Answer

If there is an imam appointed by the mutawalli who is righteous and regular in his duties, then no one else has the right to lead the prayer.
