Saying “I will not do so now” does not effect taking back (ruju‘)

Question

Question: The husband has written: “I wrote a letter to my wife for one talaq, but now I will not do so (“اب ایسا نہیں کروں گا”); send my wife back.” Has taking back (ruju‘) thereby taken place or not?

Answer

Taking back (ruju‘) does not take place by these sentences; rather, they are a refusal to pronounce talaq in the future.
