Question

After how many English miles can a person shorten the prayer (qasr)? Who is considered a legal traveler according to Shariah?

Answer

All praise is due to Allah and blessings upon the Messenger of Allah. A person who leaves his town with the intention of traveling a distance of three stages (manzils) is considered a traveler in Islamic law, and shortening the prayer (qasr) becomes obligatory for him. Railway stages are not considered in this calculation.
