The Obligatory Nature of Qiraah (Recitation)

The recitation of the Quran in the first two rak'ahs of a four-rak'ah obligatory (fard) prayer is considered obligatory. In the book Ma La Budda Minhu it is listed among the obligatory elements (wajibat) of prayer. Does it indeed belong to the wajibat of prayer?
