Leading the prayer during working hours

Question

A certain Zayd is a government employee; alongside his employment he also serves as imam. The question is: how is it to lead the prayer or to call the adhan during working hours?

Answer

If, without the permission of the government (his employer), he performs the duties of the adhan and the imamate during working hours to the detriment of his official work, then it is not allowed. If he causes no detriment [to the work], it is allowed, since employment in itself is not contrary to the office of imam.
