Selling valuable goods through a cheap ticket

Question

Question: Some organisations, in order to collect funds, put up sewing machines, bicycles, hundreds of rupees and other valuable items and distribute one-rupee tickets among the public; then, by a fixed date, they hold a gathering and give the said items to those in whose name they come out. Is this valid in the Sacred Law?

Answer

This form is both interest and gambling; therefore it is impermissible.
