Calling One Who Recites the Kalima a Kafir

Question

Is it permissible to call someone who recites the kalima a kafir or not?

Answer

For Islam it is not enough merely to recite the kalima; affirmation by the heart (tasdiq) and adoption of the true beliefs are necessary. For many non-Muslims also recite the kalima while admitting that they are non-Muslims.
