The ruling on paying octroi
Question
Question: Should both the duty and the octroi (a levy on goods brought into a town) be paid on trade goods, or should one pay only the duty and not pay the octroi, since his shop is in this same town? One hears it said that octroi should not be paid.
Answer
Railway and postal charges should be paid, whereas octroi is taken unjustly (zulman); one should avoid it as far as possible, but in order to ward off oppression and to protect one’s honour it is permissible.
