Travelling by train on a (staff) pass

Question

Question: Under railway rules, those employed by the railway receive a free pass several times a year, with which they can go wherever they wish without a ticket (by showing the pass). Now many people pass off other men’s women as their own wife and other people’s children as their own child and travel without tickets, taking money from them and putting it in their own pocket. This causes the railway a loss. What is the ruling of the Shari‘a on this?

Answer

This method is deception and breach of trust (khiyana).
