Travelling by train without a ticket

Question: What is the ruling on travelling by train without a ticket? Some people say that, since the Saharanpur–Muzaffarnagar line has become the property of the government itself, travelling on this line without a ticket is undoubtedly permissible. If any research on this is known, please let us know.
