Small and large villages
Question
Three years ago I was a student of this same Dar al-'Ulum, and for three years now I have been residing here in connection with the service of teaching Sahih al-Bukhari. Of the localities here, those that are proper cities or small towns are a separate matter; the rest are villages. In these villages people have built one or two mosques (call them mosques for the five daily prayers or congregational mosques), and the Jumu'a prayer is also performed in them. The Muslim population is generally of the Hanafi madhhab.
Answer
There is consensus (ijma') among all that the case of Jumu'a is not like that of the five daily prayers, such that it would be permitted to perform it in every circumstance — whether in a city or a village, in a populated place or a wilderness, while resident or travelling, on land or on the surface of the sea, individually or in congregation, on time (ada')
