Are those killed in a war between two Muslim countries martyrs?

Question

Will a Muslim killed in a war between two Muslim countries be called a martyr or not?

Answer

In both these Muslim countries there will be people of knowledge who are acquainted with the circumstances in both places — as to which of them is the oppressor and which the oppressed. This question should be investigated with them; it is hoped that they will declare the oppressed one to be a martyr.
