The Need for a Mufti at Dar al-Ulum Deoband

Question

The practice of the scholars of Deoband is based solely on the Qur’an and hadith — so why, then, are there muftis at the madrasa of Deoband? What is their work? When the respected mufti issues a ruling, does he give it by the “fourth number” of the Qur’an, or with reference to hadith? Please give the answer in writing.

Not everyone has the capacity to derive and understand a ruling from the Noble Qur’an and the pure Sunna; therefore, muftis are present at the madrasa of Dar al-Ulum Deoband, who make known to the people the rulings established from the Qur’an and the noble hadith, and this brings great ease to the community: rulings sometimes appear scattered, and people of knowledge…
