Who Has the Right to Issue a Fatwa?

Question: Do a hafiz, a religious scholar, a qari, a village Qur'an teacher, and the like have the right to issue a fatwa, or not?

Answer

Whoever has not properly studied the science of issuing fatwas and does not possess the necessary competence has no right to issue a fatwa.
