The Holy Quran 32:13 — Surah As-Sajdah

Arabic text

وَلَوْ شِئْنَا لَـَٔاتَيْنَا كُلَّ نَفْسٍ هُدَىٰهَا وَلَـٰكِنْ حَقَّ ٱلْقَوْلُ مِنِّى لَأَمْلَأَنَّ جَهَنَّمَ مِنَ ٱلْجِنَّةِ وَٱلنَّاسِ أَجْمَعِينَ

Translation

If We willed, We would have granted every soul its guidance (causing all to be Mu'mineen). However, (this was not done because) the decree has issued from Me that I will surely fill Jahannam with a collection of man and Jinn. (There will therefore be some humans and Jinn who would not accept Imaan and end up in Jahannam.)

Tafsir (excerpt) — التفسير الميسر

ولو شئنا لآتينا هؤلاء المشركين بالله رشدهم وتوفيقهم للإيمان، ولكن حق القول مني ووجب لأملأنَّ جهنم من أهل الكفر والمعاصي، من صنفي الجِنِّ والإنس أجمعين؛ وذلك لاختيارهم الضلالة على الهدى.
