Zakat on money paid for a ship ticket for Hajj

Question

Should zakat be paid on the amount that has already gone towards the ship fare for Hajj, for which approval has also been granted, when the year has not been completed? The year is completed in the month of Ramadan, and the money went earlier.

Answer

The money that was given for the Hajj ticket, with which the ticket was bought, and over which the year had not been completed — zakat on that money is not binding (lazim).
