Answer

The interests of all must be considered: the trustee, the imam, the mu’adhdhin, and the congregation. The matter should be entrusted to the imam. He fixes the time of congregation while considering communal benefit so that: the prayer is performed in its recommended time; attendance is facilitated; disputes are avoided.
